हिमाचल प्रदेश जाएगा यूएसडीएमए का विशेषज्ञ दल,तहसील स्तर पर व्हाट्सएप ग्रुप बनाने के निर्देश,सचेत ऐप, 112, 1070, 1077 हों सभी के फोन में,2853 परिवारों का पुनर्वास,हिमाचल में अतिवृष्टि से उत्पन्न स्थितियों से निपटने के तौर-तरीकों का अध्ययन करेगा विशेषज्ञ दल,मुख्य सचिव आनंद बर्द्धन ने सचिव आपदा प्रबंधन को दिए निर्देश,एसईओसी पहुंचे मुख्य सचिव, मौसम तथा मानसून की ली जानकारी।
उत्तराखण्ड राज्य आपदा प्रबंधन प्राधिकरण का एक विशेषज्ञ दल हिमाचल प्रदेश में अतिवृष्टि के चलते उत्पन्न स्थितियों तथा इन हालातों से निपटने के लिए हिमाचल में शासन-प्रशासन द्वारा किए जा रहे कार्यों को देखने तथा उनका अध्ययन करने के लिए जाएगा। मुख्य सचिव श्री आनंद बर्द्धन ने सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन को इसके निर्देश दिए हैं।
मंगलवार को उत्तराखण्ड राज्य आपदा प्रबंधन प्राधिकरण स्थित राज्य आपातकालीन परिचालन केंद्र में प्रदेश में वर्षा से उत्पन्न स्थिति की समीक्षा के दौरान मुख्य सचिव श्री आनंद बर्द्धन ने कहा कि उत्तराखण्ड और हिमाचल प्रदेश न सिर्फ पड़ोसी राज्य हैं, बल्कि दोनों प्रदेशों की भौगोलिक परिस्थितियां भी एक जैसी हैं। इस वर्ष हिमाचल प्रदेश में बारिश से काफी नुकसान हुआ है। इन स्थितियों से निपटने के लिए हिमाचल प्रदेश में किस प्रकार आपदा प्रबंधन के क्षेत्र में कार्य किया जा रहा है, शासन-प्रशासन द्वारा किस तरह इन स्थितियों में प्रतिक्रिया की जा रही है, इसे जानने और समझने की आवश्यकता है ताकि अगर ऐसे ही हालात उत्तराखण्ड में भी उत्पन्न हों तो हिमाचल के अनुभवों के आधार पर एक प्रभावी रणनीति बनाई जा सके।
मुख्य सचिव आनंद वर्द्धन ने राज्य आपातकालीन परिचालन केंद्र पहुंचकर प्रदेश में हो रही वर्षा से उत्पन्न स्थिति की जानकारी ली तथा आपदा प्रबंधन विभाग के अधिकारियों को जरूरी दिशा-निर्देश दिए। उन्होंने वर्तमान में प्रदेश में मानसून की स्थिति, आने वाले दिनों में मौसम का पूर्वानुमान, अब तक हुई बारिश तथा प्रदेश भर में भूस्खलन के चलते बंद सड़कों की समीक्षा की। उन्होंने निर्देश दिए कि बंद सड़कों को जल्द से जल्द खोलने की कार्रवाई सुनिश्चित की जाए। भूस्खलन संभावित क्षेत्रों में सभी आवश्यक संसाधन तथा उपकरण तैनात किए जाएं। यह सुनिश्चित किया जाए की 15 मिनट के भीतर जेसीबी तथा अन्य सभी आवश्यक उपकरण घटनास्थल पर पहुंच जाए। उन्होंने ग्रामीण सड़कों को भी तत्परता के साथ खोलने के निर्देश दिए।
सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन ने बताया कि देहरादून, नैनीताल तथा बागेश्वर में मौमस विभाग द्वारा ऑरेंज अलर्ट जारी किया गया है। सात दिवसीय पूर्वानुमान के अनुसार सभी जनपदों में बुधवार से येलो अलर्ट है। उन्होंने बताया कि जून में सामान्य से कम बारिश हुई थी, जबकि जुलाई में सामान्य से अधिक वर्षा का पूर्वानुमान व्यक्त किया गया है। पूरे मानसून सीजन में सामान्य से 108 फीसदी अधिक वर्षा का पूर्वानुमान व्यक्त किया गया है। उन्होंने बताया कि अभी तक प्रदेशभर में 317.1 मिमी बारिश हुई है। सबसे अधिक बागेश्वर में 765.5, चमोली में 428.2, रुद्रप्रयाग 388.8 तथा देहरादून 380.4 मिमी बारिश हो चुकी है।
इस अवसर पर सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन, अपर मुख्य कार्यकारी अधिकारी प्रशासक आनंद स्वरूप, अपर मुख्य कार्यकारी अधिकारी क्रियान्वयन डीआईजी श्री राजकुमार नेगी, संयुक्त मुख्य कार्यकारी अधिकारी मो0 ओबैदुल्लाह अंसारी, ड्यूटी आफिसर उप सचिव आलोक कुमार, यूएसडीएमए के विशेषज्ञ मनीष भगत, रोहित कुमार, डॉ. पूजा राणा, डॉ, वेदिका पंत, श हेमंत बिष्ट तथा तंद्रीला सरकार आदि उपस्थित थे।
*सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने बताया कि राज्य में वर्ष 2012 से वर्तमान में दिनांक 08.07.2025 तक प्राकृतिक आपदा से प्रभावित कुल 258 ग्रामों के 2853 परिवारों का पुनर्वास किया गया। विस्थापन हेतु कुल बजट प्राविधान रु0 20.00 करोड़ रुपये है। वित्तीय वर्ष 2025-26 में आपदा प्रभावित ग्रामों के पुनर्वास/विस्थापन हेतु कुल बजट प्राविधान रूपये बीस करोड़ के सापेक्ष वर्तमान तक 24 ग्रामों के कुल 337 आपदा प्रभावित परिवारों के पुनर्वास/विस्थापन हेतु कुल रू0 12,16,70,300/- की धनराशि निर्गत की गयी है। उन्होंने बताया कि राज्य आपदा मोचन निधि तथा राज्य सेक्टर से कुल 175.50 करोड़ रुपये की धनराशि आवंटित की जा चुकी है। राज्य आपदा मोचन निधि से जनपदों को कुल 165 करोड़ की धनराशि आवंटित की गई है।
मुख्य सचिव आनंद बर्द्धन ने कहा कि सचेत एप आपदाओं से बचाव की दिशा में काफी मददगार साबित हो सकता है। उन्होंने कहा कि यह एक ऐसा ऐप है, जिसमें न सिर्फ मौसम तथा बारिश के एलर्ट प्राप्त होते हैं बल्कि आपदाओं से बचाव की भी जानकारी प्राप्त की जा सकती है। उन्होंने राज्य के सभी नागरिकों से इस एप को डाउनलोड करने की अपील की है। साथ ही उन्होंने सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन को ईआरएसस 112, 1070, 1077 का व्यापक स्तर पर प्रचार-प्रसार करने के निर्देश दिए। उन्होंने कहा कि ये तीन नंबर सभी लोगों के फोन में होने चाहिए ताकि आपदा के समय या किसी मुश्किल घड़ी में लोग इन नम्बरों पर कॉल कर मदद मांग सकें।
मुख्य सचिव आनंद वर्द्धन ने कहा कि आम जनता तक मौसम संबंधी विभिन्न प्रकार की चेतावनियों तथा अन्य जानकारियों को कम से कम समय में पहुंचाया जाए, ताकि लोग समय रहते सुरक्षात्मक कदम उठा सकें। उन्होंने कहा कि विभिन्न अलर्ट जारी करने वाले एजेंसियों से जो भी अलर्ट मिलते हैं, वह एसईओसी तथा डीईओसी के माध्यम से 15 मिनट के भीतर लोगों तक पहुंच जाएं। उन्होंने कहा कि सूचनाओं तथा चेतावनियों के आदान-प्रदान में बिलकुल भी विलंब नहीं होना चाहिए। उन्होंने प्रत्येक व्यक्ति तक अलर्ट तथा अन्य सूचनाओं को पहुंचाने के लिए तहसील स्तर पर व्हाट्सएप ग्रुप बनाने के निर्देश दिए। उन्होंने कहा कि रियल टाइम सूचनाओं का आदान-प्रदान कुशल तथा प्रभावी आपदा प्रबंधन के लिए बेहद जरूरी है। इस अवसर पर उन्होंने एसईओसी में विभिन्न विभागों के वायरलेस सेटों, सेटेलाइट फोन की सक्रियता भी परखी।
मुख्य सचिव आनंद बर्द्धन ने राज्य तथा जनपद आपातकालीन परिचालन केंद्र की अपनी स्वयं की एसओपी बनाने के निर्देश दिए। उन्होंने कहा कि कंट्रोल रूम में किस अधिकारी/कर्मचारी की क्या भूमिका तथा दायित्व हैं, इसमें किसी भी प्रकार भ्रम की स्थिति नहीं रहनी चाहिए। साथ ही उन्होंने कंट्रोल रूम की भी मॉक ड्रिल कराने के निर्देश दिए।
मुख्य सचिव आनंद बर्द्धन ने आपदा प्रभावितों को अहेतुक सहायता वितरित करने में विलंब न करने के निर्देश दिए। उन्होंने कहा कि प्रभावित को हर हाल में 72 घंटे के भीतर अहेतुक सहायता उपलब्ध करा दी जाए। साथ ही उन्होंने आपदा में क्षतिग्रस्त संपत्ति के नुकसान का सर्वे भी शीघ्रता से करने के निर्देश दिए ताकि प्रभावित लोगों को जल्द से जल्द सहायता मिल जाए और वह दोबारा सामान्य जीवन की ओर अग्रसर हो सकें।
