ई-डीपीआर मॉड्यूल से की जाए सभी डीपीआर तैयारः मुख्य सचिव,प्रत्येक कर्मचारी का सर्विस बुक डाटा किया जाए अपडेट,ई-ऑफिस और बायोमैट्रिक को विभागों एवं जनपदों में किया जाए 100 प्रतिशत लागू,जिलाधिकारियों के साथ वीडियो कॉन्फ्रेंसिंग सिर्फ शुक्रवार सायं,आईएएस अधिकारी शीघ्र लें अपने प्रथम नियुक्ति के कार्यस्थलों को गोद।
मुख्य सचिव आनन्द बर्द्धन की अध्यक्षता में सचिवालय में सचिव समिति की बैठक आयोजित हुयी। बैठक के दौरान मुख्य सचिव ने राज्य एवं जनहित से जुड़ी योजनाओं सहित राज्य सरकार के कर्मियों की समस्याओं एवं मुद्दों पर चर्चा करते हुए विभिन्न दिशा निर्देश दिए।
मुख्य सचिव ने सभी सचिवों को अपने विभागों के अन्तर्गत किए जाने वाले कार्यों के लिए ई-डीपीआर मॉड्यूल को लागू किए जाने के निर्देश दिए। उन्होंने कहा कि ई-डीपीआर के माध्यम से डीपीआर तैयार किए जाने से लेकर सरकार तक पहुंचने तक की गतिविधि ई-डीपीआर के माध्यम से की जाए। उन्होंने कहा कि ई-डीपीआर का क्रियान्वयन और मॉनिटरिंग को शत-प्रतिशत रूप से ऑनलाईन किया जाए।
मुख्य सचिव ने निर्देश दिए कि यूकेपीएफएमएस के माध्यम से सभी कर्मियों की सर्विस बुक डाटा को अपडेट किया जाए। उन्होंने कहा कि आईएफएमएस डेटा का डिजिटाईजेशन शीघ्र किया जाए। इसके लिए आईएफएमएस मैकेनिज्म को मजबूत किए जाने की भी आवश्यकता है। उन्होंने सभी विभागाध्यक्षों को चतुर्थ श्रेणी कर्मचारियों एवं वाहन चालकों के जीपीएफ सम्बन्धी डेटा को भी लगातार अपडेट किए जाने के निर्देश दिए हैं।
*मुख्य सचिव ने निर्देश दिए कि सभी विभागों में रिक्त पदों के सापेक्ष पात्र कर्मियों की चयन वर्ष में पदोन्नति अनिवार्य रूप से 1 जुलाई को कर ली जाए, ताकि कार्मिकों को पदोन्नति में वर्ष का नुकसान न हो। उन्होंने कहा कि विभाग की लापरवाही का नुकसान कार्मिकों को नहीं होना चाहिए।*
मुख्य सचिव ने सभी सचिवगणों को अपने-अपने विभागों के अंतर्गत 100 प्रतिशत ई-ऑफिस शीघ्र लागू किए जाने के निर्देश दोहराए। उन्होंने जनपद स्तरीय कार्यालयों को भी शीघ्र ई-ऑफिस पर शिफ्ट किए जाने के भी निर्देश दिए हैं। इसके साथ ही, विभागों में 100 प्रतिशत बायोमैट्रिक उपस्थिति लागू किए जाने के भी निर्देश दिए हैं।
मुख्य सचिव ने कहा कि विभिन्न विभागों द्वारा जिलाधिकारियों को अलग-अलग दिन अलग-अलग समय पर वीडियो कॉन्फ्रेंसिंग आयोजित कर के अनावश्यक रूप से व्यस्त रखा जाता है। इस समस्या के निस्तारण एवं जिलाधिकारियों को अन्य महत्त्वपूर्ण कार्यों के लिए मुक्त रखे जाने हेतु शुक्रवार सायंकाल का समय निर्धारित किया गया है। उन्होंने कहा कि विशेष परिस्थितियों के अतिरिक्त जिन भी विभागों को जिलाधिकारियों के साथ बैठक करनी हैं, वे प्रत्येक शुक्रवार सायंकाल जिलाधिकारियों के साथ आयोजित होने वाली बैठक में अपनी बात रख सकते हैं। उन्होंने कहा कि अपनी बैठकों के एजेण्डा पॉइन्ट्स पूर्व में ही जिलाधिकारियों को साझा किए जाएं।
मुख्य सचिव ने शीघ्र ही भारतीय प्रशासनिक सेवा के अधिकारियों द्वारा प्रथम, द्वितीय एवं तृतीय नियुक्ति के कार्यक्षेत्र (विकासखण्ड, तहसील और जिला मुख्यालय) को गोद लेने की प्रक्रिया में तेजी लाए जाने के निर्देश दिए। उन्होंने सभी अधिकारियों को अपने विभागों के अंतर्गत केन्द्र एवं राज्य सरकार की फ्लैगशिप योजनाओं की लगातार समीक्षा किए जाने के भी निर्देश दिए हैं।
