उत्तराखण्ड की बोलियों, लोक कथाओं, लोकगीतों एवं साहित्य के डिजलिटीकरण की दिशा में कार्य किये जाएं। इसके लिए ई-लाइब्रेरी बनाई जाए। लोक कथाओं पर आधारित संकलन बढ़ाने के साथ ही इन पर ऑडियो विजुअल भी बनाये जाएं। स्कूलों में सप्ताह में एक बार स्थानीय बोली भाषा पर भाषण, निबंध एवं अन्य प्रतियोगिताओं का आयोजन किया जाए। उत्तराखण्ड भाषा एवं साहित्य का बड़े स्तर पर महोत्सव किया जाए, इसमें देशभर से साहित्यकारों को बुलाया जाए। उत्तराखण्ड की बोलियों का एक भाषाई मानचित्र बनाया जाए।

यह बात मुख्यमंत्री पुष्कर सिंह धामी ने सचिवालय में उत्तराखण्ड भाषा संस्थान की साधारण सभा एवं प्रबन्ध कार्यकारिणी समिति बैठक के अध्यक्षता करते हुए कही। मुख्यमंत्री ने प्रदेशवासियों से अपील की है कि भेंट स्वरूप बुके के बदले बुक के प्रचलन का राज्य में बढ़ावा दिया जाए।

 

बैठक में निर्णय लिया गया कि उत्तराखण्ड साहित्य गौरव सम्मान की राशि 05 लाख से बढ़ाकर 05 लाख 51 हजार की जायेगी। राज्य सरकार द्वारा दीर्घकालीन साहित्य सेवी सम्मान भी दिया जायेगा, जिसकी सम्मान राशि 05 लाख रूपये होगी। राजभाषा हिन्दी के प्रति युवा रचनाकारों को प्रोत्साहित करने के लिए युवा कलमकार प्रतियोगिता का आयोजन किया जायेगा। इसमें दो आयु वर्ग में 18 से 24 और 25 से 35 के युवा रचनाकारों को शामिल किया जायेगा। राज्य के दूरस्थ स्थानों तक सचल पुस्तकालयों की व्यवस्था कराने के साथ ही पाठकों के लिए विभिन्न विषयों से संबंधित पुस्तकें एवं साहित्य उपलब्ध कराने के लिए बड़े प्रकाशकों का सहयोग लेने पर सहमति बनी। भाषा संस्थान लोक भाषाओं के प्रति बच्चों की रूचि बढ़ाने के लिए छोटे-छोटे वीडियो तैयार कर स्थानीय बोलियों का बढ़ावा देने की दिशा में कार्य करेगा।

बैठक में निर्णय लिया गया कि जौनसार बावर क्षेत्र में पौराणिक काल से प्रचलित पंडवाणी गायन ‘बाकणा’ को संरक्षित करने के लिए इसका अभिलेखीकरण किया जायेगा। उत्तराखण्ड भाषा संस्थान द्वारा प्रख्यात नाट्यकार ‘गोविन्द बल्लभ पंत’ का समग्र साहित्य संकलन, उत्तराखण्ड के साहित्यकारों का 50 से 100 वर्ष पूर्व भारत की विभन्न पत्र-पत्रिकाओं में प्रकाशित साहित्य का संकलन और उत्तराखण्ड की उच्च हिमालयी एवं जनजातीय भाषाओं के संरक्षण एव अध्ययन के लिए शोध परियोजनों का संचालन किया जायेगा। राज्य में प्रकृति के बीच साहित्य सृजन, साहित्यकारों के मध्य गोष्ठी, चर्चा-परिचर्चा के लिए 02 साहित्य ग्राम बनाये जायेंगे।
