देश के विभिन्न हिस्सों में कोरोना महामारी के बढ़ते प्रकोप को देखते हुये राज्य सरकार अलर्ट मोड़ पर है। कोरोना महामारी की आहट को देखते हुये सूबे में कोरोना जांच एवं वैक्सीनेशन अभियान में तेजी लाने के निर्देश विभागीय अधिकारियों को दे दिये गये है। इसके अलावा अधिकारियों को चारधाम यात्रा के दृष्टिगत यात्रा मार्गों पर स्वास्थ्य व्यवस्थाएं भी चाक-चौबंद करने को कहा गया है। प्रदेश में कोरोना की रोकथाम के लिये पर्याप्त संसाधन एवं प्रबंधन का अनुमान लगाने के उद्देश्य से आगामी 10 अप्रैल को सभी चिकित्सा इकाईयों में मॉक ड्रिल आयोजित करने के निर्देश भी विभागीय अधिकारियों को दे दिये गये हैं।

केन्द्रीय स्वास्थ्य मंत्री डॉ. मनसुख मंडाविया की अध्यक्षता में आयोजित सभी राज्यों के स्वास्थ्य मंत्रियों की वर्चुअल बैठक में कोरोना-19 के नियंत्रण एवं रोकथाम को लेकर मैराथन चर्चा हुई। बैठक में केन्द्रीय स्वास्थ्य मंत्री ने सभी राज्यों के स्वास्थ्य मंत्रियों को अपने-अपने राज्यों में कोरोना रोकथाम के प्रयास और तेज करने को कहा। साथ ही उन्होंने सभी राज्यों से वैक्सीनेशन अभियान में तेजी लाने, अधिक से अधिक संख्या में आरटीपीसीआर जांच करने तथा जीनोम सिक्वेसिंग कराने के भी निर्देश दिये। बैठक में सूबे के स्वास्थ्य मंत्री डॉ. धन सिंह रावत ने प्रदेश में कोरोना महामारी की रोकथाम को लेकर राज्य सरकार द्वारा किये जा रहे कार्यों एवं भविष्य की तैयारियों का लेख-जोखा रखा। डॉ. रावत ने बताया कि प्रदेश में कोरोना महामारी की स्थिति नियंत्रण में है और राज्य सरकार किसी भी आपात स्थिति से निपटने के लिये पूरी तरह से तैयार है। वर्तमान में राज्य में कुल 98 सक्रिय रोगी है, जो स्वास्थ्य विभाग की निगरानी में हैं। उन्होंने बताया कि प्रदेश में कोरोना जांच एवं वैक्सीनेशन अभियान में तेजी लाने के दृष्टिगत 9 अप्रैल को प्रदेश के सभी जिलाधिकारियों एवं मुख्य चिकित्साधिकारियों की वर्चुअल बैठक ली जायेगी जबकि महामारी की रोकथाम के लिये पर्याप्त संसाधनों एवं प्रबंधन का अनुमान लगाने के उद्देश्य से आगामी 10 अप्रैल को सभी चिकित्सा इकाईयों में मॉक ड्रिल आयोजित की जायेगी, जिसके निर्देश विभागीय अधिकारियों को दे दिये गये हैं। चारधाम यात्रा को देखते हुये यात्रा मार्गों पर बेहतर स्वास्थ्य सुविधाएं एवं मानव संसाधन उपलब्ध कराने के निर्देश भी अधिकारियों दे दिये गये हैं। विभागीय मंत्री ने बताया कि वर्तमान में राज्य में 26 फीसदी लोगों को प्रिकॉशन डोज लगाई जा चुकी है, जबकि 12 वर्ष से अधिक आयु वर्ग के नागरिकों को पहली एवं दूसरी डोज शतप्रतिशत लगाई जा चुकी है। कोविड-19 जांच के लिये प्रदेश में 11 राजकीय जांच केन्द्रों में आरटीपीसीआर जांच की सुविधा है जिनकी प्रतिदिन औसतन 13000 से 15000 सैंपल जांच करने की क्षमता है। इसके अलावा राज्य में कोविड-19 की जीनोम सीक्वैनसिंग जांच के लिये राजकीय दून मेडिकल कॉलेज देहरादून, हल्द्वानी एवं अल्मोड़ा में लैब कार्यशील है। विभागीय मंत्री ने बताया कि राज्य के राजकीय चिकित्सालयों में कुल 7703 ऑक्सीजन सपोर्ट बेड, 852 आईसीयू बेड एवं 1165 वेंटिलेटर उपलब्ध है। उन्होंने कहा कि कोरोना-19 की रोकथाम एवं नियंत्रण के लिये भारत सरकार एवं राज्य सरकार द्वारा समय-समय पर जारी दिशा-निर्देशों को सख्ती से लागू किया जायेगा।

बैठक में सचिव स्वास्थ्य डॉ0 आर0 राजेश, अपर सचिव अमनदीप कौर, स्वास्थ्य महानिदेशक डॉ0 विनीता शाह, निदेशक एनएचएम डॉ0 सरोज नैथानी, डॉ. सुजाता, डॉ0 मीतू शाह, सहित अन्य विभागीय अधिकारी उपस्थित रहे।

स्वास्थ्य मंत्री डॉ. धन सिंह रावत ने बताया कि विभागीय बजट समय पर खर्च हो सके इसको लेकर अब प्रत्येक माह समीक्षा की जायेगी। उन्होंने बताया कि विभाग द्वारा स्वीकृत बजट समय पर खर्च न कर पाने से बजट लैप्स हो जाता है, जिससे कई महत्वपूर्ण योजनाएं अधर में लटक जाती है और इसका खामियाजा आम लोगों को भुगतना पड़ता है। उन्होंने कहा कि वित्तीय वर्ष के अंतिम महीनों में बजट खर्च करने की परिपाटी खत्म करने के उद्देश्य से अब प्रत्येक माह विभाग की समीक्षा की जायेगी। इस संबंध में विभागीय अधिकारियों को निर्देश दे दिये गये हैं।
