मुख्यमंत्री पुष्कर सिंह धामी ने मंगलवार को नेताजी सुभाष चन्द्र बोस आवासीय विद्यालय बनियावाला, देहरादून में शिक्षा विभाग द्वारा आयोजित ‘‘प्रवेशोत्सव’’ कार्यक्रम में प्रतिभाग किया। शैक्षणिक वर्ष 2023-24 के लिए शिक्षा विभाग द्वारा प्रदेशभर में आज से प्रवेशोत्सव कार्यक्रम का आयोजन किया जा रहा है। यह आयोजन एक माह तक चलेगा। नेताजी सुभाष चन्द्र बोस आवासीय विद्यालय बनियावाला में बालिकाओं का प्रवेशोत्सव विद्यारम्भ संस्कार के साथ शुरू किया गया गया। मुख्यमंत्री ने इस अवसर पर नेताजी सुभाष चन्द्र बोस आवासीय विद्यालय बनियावाला के उच्चीकृत भवन का शिलान्यास भी किया। उन्होंने विद्यालय से 8वीं पास करने वाली बालिकाओं को मैट्रिकुलेशन सेरेमनी से अलंकृत भी किया। इस अवसर पर प्राथमिक विद्यालयों के 21 हजार से अधिक अध्यापकों को टेबलेट के लिए उनके स्कूलों में डीबीटी के माध्यम से 21 करोड़ 76 लाख रूपये की धनराशि हस्तांतरित की गई। मुख्यमंत्री ने कार्यक्रम स्थल पर कुछ अध्यापकों को टेबलेट भी प्रदान किये। इनका उपयोग शिक्षा शिक्षण अधिगम के लिए करेंगे।

मुख्यमंत्री पुष्कर सिंह धामी ने इस अवसर पर घोषणा की कि नेताजी सुभाष चन्द्र बोस आवासीय छात्रावास बनियावाला में उपलब्ध भूमि की चाहरदीवारी एवं उपलब्ध भूमि के अनुरूप खेल का मैदान बनाया जायेगा। नेताजी सुभाष चन्द्र बोस आवासीय छात्रावासों एवं कस्तूरबा गांधी आवासीय बालिका छात्रावासों में मानदेय पर कार्यरत अल्पकालिक शिक्षकों तथा अन्य कार्मिकों के मानदेय में तर्कसंगत वृद्धि की जायेगी। राजकीय विद्यालयों में पीएम पोषण योजना के अन्तर्गत मानदेय पर रखे गये भोजनमाता एवं अनुसेवकों के लिए कल्याणकोष की स्थापना की जायेगी। इस कल्याण कोष का उपयोग संबंधित भोजनमाता एवं अनुसेवकों के द्वारा एक निश्चित योगदान अवधि पूर्ण करने के बाद विद्यालय से मुक्त होने पर उन्हें एकमुश्त तर्कसंगत धनराशि दिये जाने के लिए किया जायेगा। नेताजी सुभाष चन्द्र बोस आवासीय छात्रावास बनियावाला के लिए डाइनिंग हॉल एवं 02 अतिरिक्त कक्षों का निर्माण किया जायेगा।

मुख्यमंत्री ने स्कूलों में प्रवेशोत्सव करने पर सभी विद्यार्थियों को शुभकामनाएं देते हुए कहा कि आज से नया शैक्षणिक सत्र प्रारंभ हो रहा है, वहीं दूसरी और विद्यार्थियों के लिए करीब साढ़े तीन करोड़ से उच्चीकृत एक नए नेताजी सुभाष चन्द्र बोस छात्रावास का भी शिलान्यास किया जा रहा है। इस समय राज्य में टनकपुर, चम्पावत, श्रीनगर, पौड़ी गढ़वाल, उधमसिंह नगर, पीठसेन में कुल 11 ऐसे आवासीय छात्रावास स्वीकृत हुए हैं, जिनके माध्यम से हमारे विद्यार्थियों को शिक्षा प्राप्त करने में मदद मिल रही है, इसके अलावा इस वित्तीय वर्ष में 2 नये आवासीय छात्रावास टनकपुर एवं श्रीनगर में स्वीकृत किये गये हैं साथ ही 3 छात्रावास गदरपुर, पीठसेन एवं बनियावाला को भी उच्चीकृत किया गया है। इन छात्रावासां के माध्यम से बालकों तथा बालिकाओं दोनों को निःशुल्क भोजन, आवास, गणवेश, शिक्षण सामग्री आदि उपलब्ध कराई जा रही है। राजकीय प्राथमिक विद्यालय के शिक्षकों को डिजिटल सुदृढ़ीकरण के उद्देश्य से टीचर रिर्सोस पैकेज के तहत टैबलेट क्रय के लिए दस हजार रूपये की धनराशि प्रदान की गई है।

शिक्षा मंत्री डॉ. धन सिंह रावत ने कहा कि राज्य में प्रवेशोत्सव कार्यक्रम एक माह तक चलेगा। स्कूलों में प्रवेशोत्सव कार्यक्रमों में जनप्रतिनिधिगण भी भाग लेंगे। उन्होंने कहा कि प्रदेश में ड्रॉप आउट बच्चों की संख्या को शून्य प्रतिशत करने के लिए सरकार द्वारा लगातार प्रयास किये जा रहे हैं। राज्य में जल्द ही विद्या समीक्षा केन्द्र का शुभारंभ किया जायेगा। उन्होंने कहा कि सरकारी स्कूलों के अलावा अशासकीय विद्यालयों के बच्चों को भी मुफ्त में किताबें देने का निर्णय सरकार ने लिया है, जल्द ही सभी को किताबें मिल जायेंगी। अब प्रत्येक स्कूलों में बुक बैंक बना रहे हैं। शिक्षा मंत्री ने कहा कि प्रदेश में जितने भी अल्पसंख्यक स्कूल हैं, उन सभी स्कूलों को सर्वे किया जा रहा है, जिन मानकों के हिसाब से स्कूलों को अल्पसंख्यक का दर्जा मिला है, उनका कितना पालन हो रहा है। उन्होंने कहा कि शिक्षा विभाग में स्थानान्तरण की पॉलिसी को मजबूत बनाया जा रहा है। राज्य में माह में बच्चों को स्कूलों में एक दिन बस्ता फ्री दिवस करने जा रहे हैं, उस दिन व्यायाम, योगा एवं अन्य गतिविधियां कराई जायेंगी। जल्द ही शिक्षा के पांचों बोर्ड की बैठक की जायेगी, इस बैठक में बच्चों के बस्ते के वजन को कम करने के लिए निर्णय लिया जायेगा।
