उत्तराखण्ड में युवा आपदा मित्र योजना का शुभारंभ,

युवा आपदा मित्र योजना के अंतर्गत मा0 प्रधानमंत्री नरेंद्र मोदी की उत्तराखण्ड के 4310 युवाओं को युवा आपदा मित्र बनाने की महत्वाकांक्षी योजना का शुक्रवार को शुभारंभ हो गया है। योजना के तहत एनसीसी, एनएसएस, नेहरू युवा केंद्र तथा भारत स्काउट एंड गाइड के स्वयंसेवकों को आपदा प्रबंधन संबंधी प्रशिक्षण प्रदान किया जाएगा।

 

शुक्रवार को हरिद्वार स्थित गुरुकुल कांगड़ी विश्वविद्यालय में 50 एनसीसी कैडेट्स का सात दिवसीय प्रशिक्षण प्रारंभ हुआ। शिविर का शुभारंभ ग्रुप कमांडर एनसीसी रुड़की ब्रिगेडियर प्रभात भंडारी ने किया।

 

सचिव आपदा प्रबंधन एवं पुनर्वास विनोद कुमार सुमन ने बताया कि उत्तराखण्ड में युवा आपदा मित्र योजना 11 पर्वतीय जनपदों में लागू की गई है। योजना के तहत उत्तराखण्ड में एनसीसी के 1700, भारत स्काउट एंड गाइड के 910, एनएसएस तथा नेहरू युवा केंद्र के 850 स्वयंसेवकों को प्रशिक्षित किया जाना है। उन्होंने बताया कि युवा आपदा मित्र योजना माननीय प्रधानमंत्री नरेंद्र मोदी की उत्तराखण्ड के युवाओं को आपदा प्रबंधन के क्षेत्र में सशक्त और प्रशिक्षित बनाने की दिशा में एक अत्यंत दूरदर्शी पहल है। यह योजना न केवल राज्य की आपदा तैयारी को मजबूत करेगी, बल्कि समाज में जागरूकता और तत्परता की नई संस्कृति को भी जन्म देगी।

उत्तराखण्ड भौगोलिक रूप से संवेदनशील राज्य है, जहां भूकंप, भूस्खलन, बादल फटना, वनाग्नि जैसी आपदाएं समय-समय पर चुनौती बनती हैं। ऐसे में यदि हर गांव, हर मोहल्ले में प्रशिक्षित और समर्पित युवा आपदा मित्र उपलब्ध हों, तो आपदाओं के प्रभाव को काफी हद तक कम किया जा सकता है। यह योजना युवाओं को केवल प्रशिक्षण ही नहीं देगी, बल्कि उन्हें समाज के प्रति उत्तरदायित्व, सेवा भावना और नेतृत्व के गुणों के लिए भी प्रेरित करेगी।

प्रशिक्षण शिविर में ब्रिगेडियर प्रभात भंडारी ने कैडेट्स को संबोधित करते हुए कहा कि एनसीसी सदैव राष्ट्र निर्माण में अग्रणी रही है और इस प्रशिक्षण के माध्यम से हमारे कैडेट्स आपदाओं के समय प्रथम प्रतिक्रिया देने वाले दक्ष स्वयंसेवक बनेंगे। यह सात दिवसीय प्रशिक्षण हमारे कैडेट्स को न केवल तकनीकी दक्षता प्रदान करेगा, बल्कि उनमें मानवता की सेवा की भावना को भी और अधिक प्रबल करेगा।

 

इस दौरान जिला आपदा प्रबंधन अधिकारी मीरा रावत ने स्वयंसेवकों को डिजास्टर मैनेजमेंट के बारे में विस्तृत जानकारी दी। उन्होंने आपदा प्रबंधन अधिनियम, आपदा मित्रों की भूमिका के बारे में बताया। मास्टर ट्रेनर मनोज कंडियाल ने प्रशिक्षण के दूसरे सत्र में आपदा पूर्व तैयारियों के संबंध में जानकारी दी। इस दौरान कर्नल गौरव प्रसाद नौगाई उपस्थित रहे।

 

स्वयंसेवकों को आपदा पूर्व तैयारी, भूकंप, बाढ़, भूस्खलन, सूखा, हीट वेव से बचाव के साथ ही खोज एवं बचाव, भार उठाना, समुदाय आधारित स्वास्थ्य और प्राथमिक चिकित्सा, प्रारंभिक जीवन सहायता, रासायनिक, जैविक और रेडियोलॉजिकल आपात स्थिति के दौरान किस प्रकार कार्य किया जाता है, इसका प्रशिक्षण दिया जाएगा। साथ ही आपदाओं की स्थिति में आपदा प्रबंधन विभाग किस प्रकार कार्य करता है, इसके बारे में भी जानकारी दी जाएगी।

 

ईआर किट दी जाएगी, बीमा भी होगा

 

स्वयंसेवकों को इमरजेंसी रिस्पांस किट दी जाएगी तथा उनका बीमा भी किया जाएगा। अपर मुख्य कार्यकारी अधिकारी प्रशासन श्री आनंद स्वरूप ने बताया कि सभी स्वयंसेवकों को ईआर किट दी जाएगी, जिसमें फर्स्ट एड किट, गम बूट, सेफ्टी गॉगल्स, सेफ्टी हेलमेट, मल्टी परपज रोप, ट्रेक सूट, सुरक्षात्मक दस्ताने, पर्सनल फ्लोटेशन डिवाइस आदि 15 उपकरण शामिल हैं। इसके साथ ही सभी स्वयंसेवकों का 03 वर्ष के लिए पांच लाख रुपये का बीमा भी किया जाएगा। उन्होंने बताया कि आपदा प्रबंधन हस्तपुस्तिका भी दी जा रही है।
