राष्ट्रीय सुरक्षित मातृत्व दिवस प्रत्येक वर्ष 11 अप्रैल को मनाया जाता है जिसके माध्यम से सुरक्षित मातृत्व सुनिश्चित करने के लिए आवश्यक देखभाल, चिकित्सा जांच, स्वास्थ्य सहायता और सरकारी पहल के बारे में जागरूकता को बढ़ावा दिया जाता है। गर्भावस्था के दौरान महिलाओं को स्वास्थ्य के प्रति जागरूक करने के उद्देष्य से ही प्रत्येक वर्ष राष्ट्रीय सुरक्षित मातृत्व दिवस मनाया जा रहा है। इसका उद्देश्य गर्भवती महिलाओं को बच्चे के जन्म से पहले, जन्म के दौरान और बाद में देखभाल के बारे में जागरूक कराना है।
सुरक्षित मातृत्व दिवस के अवसर पर डा0 आर0 राजेश कुमार, सचिव, चिकित्सा, स्वास्थ्य एवं चिकित्सा शिक्षा विभाग, उत्तराखण्ड शासन द्वारा बताया गया कि प्रदेश में विभिन्न जन स्वास्थ्य प्रयासों के उपरान्त मातृ स्वास्थ्य संबंधित विभिन्न आंकड़ों में प्रगति दर्ज की गई है। हाल ही में जारी नेशनल फैमली हैल्थ सर्वे 2020-21 रिपोर्ट के अनुसार प्रदेश में गर्भवती महिलाओं को प्रथम तीमाही में पंजीकृत किए जाने में 22 प्रतिशत की बढ़ोतरी (68.8 प्रतिशत), 04 प्रसव पूर्व जांचों में 50 प्रतिशत बढ़ोतरी (61.8 प्रतिशत) एवं संस्थागत प्रसवों में 18 प्रतिशत बढ़ोतरी (83.2 प्रतिशत) दर्ज की गई है।
सचिव स्वास्थ्य द्वारा जानकारी साझा करते हुए कहा कि राष्ट्रीय सुरक्षित मातृत्व दिवस प्रदेश के विभिन्न चिकित्सालयों में मनाया गया है। साथ ही इस दिवस पर गर्भवती महिलाओं को चिकित्सकीय जांच, खान-पान तथा गर्भावस्था के दौरान एवं प्रसव के उपरान्त होने वाले जटिलताओं के सम्बन्ध में जानकारी प्रदान की गई।
डा0 आर0 राजेश कुमार, सचिव, चिकित्सा, स्वास्थ्य एवं चिकित्सा शिक्षा विभाग, उत्तराखण्ड ने मातृ एवं शिशु के बेहतर स्वास्थ्य से सम्बन्धित प्रयासों को साझा करते हुए कहा कि मातृ एवं शिशु स्वास्थ्य बेहतर करने हेतु जनपद हरिद्वार में 200 बेड एम.सी.एच. विंगचेनराय महिला चिकित्सालय, 50 बेड एम.सी.एच. विंग हल्द्वानी एवं 30 बेड अर्बन सामुदायिक स्वास्थ्य केंद्र, मेहुवाला जनपद देहरादून में शीघ्र स्थापित किया जा रहा है।
उन्होंने जानकारी दी कि मातृ एवं शिशु स्वास्थ्य में सुधार करना सरकार का प्राथमिक फोकस बना हुआ है इसी के दृष्टिगत प्रदेश में प्रसूता के लिए ईजा-बोई शगुन योजना लागू की गई है, जिसके अन्तर्गत सरकारी अस्पतालों में जच्चा-बच्चा के सुरक्षित स्वास्थ्य हेतु प्रसव उपरान्त सरकारी अस्पताल में 48 घण्टे तक रूकने वाली सभी पात्र प्रसूताओं को रू. 2000/- की एक प्रोत्साहन धनराशि के रूप में दी जानी है। जो कि जननी सुरक्षा योजना में दी जाने वाली प्रोत्साहन धनराशि रू. 1400/- (ग्रामीण क्षेत्र में रहने वाली गर्भवती महिला) एवं रू. 1000/- (शहरी क्षेत्र में रहने वाली गर्भवती महिला) के अतिरिक्त है। यह नीति सरकार की प्रतिबद्धता को मजबूत करने और मातृ एवं शिशु स्वास्थ्य में सुधार लाने के उद्देश्य से लागू की गई है।
