2025 तक उत्तराखण्ड को देश का अग्रणी राज्य बनाने के लिए विभागों का जो लक्ष्य निर्धारित है, उस लक्ष्य की प्राप्ति के लिए विभागों नेअब तक धरातल पर किये गये कार्यों तथा भविष्य की कार्ययोजना पर तेजी लाने के लिए विभागों की नियमित समीक्षा की जायेगी। मुख्यमंत्री श्री पुष्कर सिंह धामी ने सचिवालय में सचिवालय में सशक्त उत्तराखण्ड @25 के अन्तर्गत विभागों की कार्यों की समीक्षा के दौरान अधिकारियों को निर्देश दिये कि 2025 के लिए लक्ष्य के सापेक्ष जो भी कार्य किये जा रहे हैं, उनको पूर्ण करने के लिए समय सीमा का विशेष ध्यान रखा जाए। जिन क्षेत्रों में राज्य के राजस्व वृद्धि में शीघ्रता परिलक्षित है, उन क्षेत्रों को प्राथमिकता पर रखा जाए। सभी विभाग दीर्घकालिक एवं अल्पकालिक कार्ययोजना के साथ कार्यों को पूरे मनोयोग के साथ धरातल पर लाएं।

मुख्यमंत्री ने कहा कि 01 अप्रैल से नया वित्तीय वर्ष शुरू हो चुका है। सभी विभागों की जल्द ही 31 मार्च 2024 तक की कार्ययोजना, लक्ष्य एवं राजस्व वृद्धि के लिए विभागों द्वारा क्या प्रयास किये जा रहे हैं, इसकी समीक्षा की जायेगी। राज्य के पर्वतीय जनपदों की आय में वृद्धि के लिए इस क्षेत्र में लोगों की आजीविका सुधार के लिए विशेष प्रयासों की जरूरत है। उन्होंने कहा कि राज्य में लोगों की आजीविका बढ़ाने एवं राजस्व वृद्धि के लिए तैयार की जा रही कार्य योजना के तहत जो कार्य होने हैं, उनमें सेक्टरवार तेजी लाई जाए। इसके लिए सभी विभाग समन्वय के साथ कार्य करें। 2025 तक राज्य के लिए हम क्या महत्वपूर्ण उपलब्धि हांसिल कर सकते हैं, सभी विभाग इस पर विशेष ध्यान दें।

मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि प्रदेश में पर्यटन, कृषि, उद्यान, उद्योग के क्षेत्र में कार्य करने के लिए अनेक संभावनाएं हैं। इन क्षेत्रों में लघु समयावधि की कार्ययोजना के साथ ही 2030 तक और क्या बेहतर किया जा सकता है, इस दिशा में तेजी से कार्य किया जाए। इन क्षेत्रों से जहां राज्य में लोगों के लिए रोजगार के अवसर बढ़ेंगे, राज्य की जीडीपी में भी तेजी से वृद्धि होगी। उन्होंने कहा कि कुमांऊ क्षेत्र में कुछ ऐसे नये पर्यटक एवं धार्मिक स्थल विकसित किये जाएं कि चारधाम यात्रा पर आने वाले श्रद्धालु, गढ़वाल के साथ कुमांऊ के नैसर्गिक सौन्दर्य का आनन्द भी ले सकें। पर्यटन की दृष्टि से विभिन्न सर्किटों के माध्यम से पूरे उत्तराखण्ड को जोड़ने के भी उन्होंने निर्देश दिये। एडवेंचर टूरिज्म के क्षेत्र में भी प्रदेश में अनेक संभावनाएं हैं, उत्तराखण्ड में साहसिक पर्यटन के नये स्थलों को विकसित करने की दिशा में भी तेजी से कार्य किये जाएं। जिन पर्यटक स्थलों पर साहसिक गतिविधियां हो रही हैं, उनको और विकसित करने की दिशा में भी ध्यान दिया जाए।

मुख्यमंत्री ने बैठक में अधिकारियों को निर्देश दिये कि राज्य के स्थानीय उत्पादों को बढ़ावा देने के लिए और प्रयासों की जरूरत है। स्थानीय उत्पादों की ब्राडिंग और मार्केटिंग पर ध्यान दिया जाए। एप्पल और कीवी मिशन पर तेजी से कार्य किये जाएं। पर्वतीय क्षेत्रों में ऐरोमेटिक प्लांट की खेती को बढ़ावा दिया जाए। राज्य में उच्च शिक्षण संस्थानों में डिग्री कोर्स के अलावा कौशल विकास से सबंधित डिप्लोमा कोर्स संचालित किये जाने पर भी ध्यान दिया जाए। राज्य में आर्थिक गतिविधियों को बढ़ावा देने के लिए नीतियों के सरलीकरण की दिशा में कार्य किये जाने पर भी बल दिया। मुख्यमंत्री ने कहा कि वैश्विक स्तर पर जिन क्षेत्रों में दक्ष मानव संसाधन की मांग बढ़ी हैं, ऐसे क्षेत्रों में राज्य के युवाओं के लिए प्रशिक्षण की व्यवस्थाएं की जाए।

बैठक में दिये गये विस्तृत प्रस्तुतीकरण में जानकारी दी गई कि राज्य में पर्यटन क्षेत्र में 2030 तक विभिन्न गतिवधियों पर आधारित कार्य किये जायेंगे। देवभूमि उत्तराखण्ड में प्रतिवर्ष 01 करोड़ पर्यटक एवं श्रद्धालुओं का आगमन हो, इसके लिए व्यापक कार्ययोजना पर कार्य हो रहा है। इससे राज्य में 05 लाख लोगों को प्रत्यक्ष एवं अप्रत्यक्ष रूप से रोजगार मिलेगा। इसके लिए राज्य में नये पर्यटक एवं धार्मिक स्थलों को विकसित करने के साथ ही अवस्थापना सुविधा के विकास पर विशेष ध्यान दिदया जायेगा। होम स्टे को तेजी से बढ़ावा दिया जायेगा। 2030 तक सेब की उत्पादकता बढ़ाने के लिए सरकार ने 1500 से 2000 करोड़ का अतिरिक्त निवेश करने का लक्ष्य रखा है, जिससे 2500 करोड़ की अतिरिक्त जीडीपी बढ़ने का अनुमान है। इससे लगभग 30 हजार किसानों की आय में 10 गुना तक वृद्धि का लक्ष्य रखा गया है।
