  • डीजीपी महोदय द्वारा पुलिस टीम को ₹ 1 लाख की धनराशि से पुरस्कृत करने की घोषणा की गई हैमाननीय मुख्यमंत्री जी उत्तराखण्ड के “ड्रग्स फ्री देवभूमि” अभियान के तहत एस0टी0एफ0/पुलिस की बड़ी कार्यवाही,करोड़ों की एमडीएमए ड्रग फैक्ट्री का पर्दाफाश उत्तराखण्ड से नेपाल और मुंबई तक फैले नेटवर्क का भंडाफोड़, प्रतिबंधित कैमिकल्स की बड़ी खेप बरामद,एस0टी0एफ0 की एंटी नारकोटिक्स टास्क फोर्स द्वारा थाना नानकमत्ता क्षेत्र में स्थानीय पुलिस के साथ संयुक्त कार्यवाही करते हुये साहनी नर्सरी तिराहे, नानकमत्ता क्षेत्र से एम0डी0एम0ए0 ड्रग्स को तैयार करने वाले गिरोह के *मुख्य सरगना कुनाल राम कोहली को इस ड्रग्स को तैयार करने हेतु प्रयोग किये जाने वाले विभिन्न प्रकार के प्रिकर्सर कैमिकल (रॉ मैटेरियल) लगभग 126 ली0 कैमिकल एव 28 किलो पाउडर फार्म व 7.41 ग्राम एम0डी0एम0ए0 बरामद हुयी* तथा नानकमत्ता थाना में मु0अ0स0 142/2025 धारा 21/22/8 एन0डी0पी0एस0 एक्ट पंजीकृत कराया गया,उक्त प्रकरण में पुलिस महानिदेशक, उत्तराखण्ड दीपम सेठ द्वारा जानकारी देते हुये बताया कि उक्त बरामद समस्त प्रिकर्सर कैमिकल NDPS ACT के अर्न्तगत् प्रतिबन्धित कैमिकल्स की श्रेणी में आते है जिनका बिना वैध लाईसेन्स के क्रय-विक्रय एवं परिवहन करना गैर कानूनी है,प्रकरण का विन्दुवार संक्षिप्त विवरण*- उक्त प्रकरण में *एसएसपी,STF श्री नवनीत भुल्लर* द्वारा विस्तृत जानकारी देते हुए बताया कि , एसटीएफ की एएनटीएफ कूमांयू यूनिट के साथ जनपद पिथौरागढ़, चम्पावत एवं उद्यमसिंह नगर की पुलिस की संयुक्त टीमों द्वारा कार्यवाही की गयी है,महाराष्ट्र राज्य के ठाणे जनपद में 31 मई 2025 को दो व्यक्त्यिों को 11 ग्राम एम0डी0एम0ए0 के साथ गिरफ्तार किया गया जिनके द्वारा बताया गया कि उत्तराखण्ड – नेपाल बार्डर से पिथौरागढ के थल क्षेत्र में मोनू गुप्ता एवं कुनाल कोहली ने एम0डी0एम0ए0 फैक्ट्री लगाई गई है जहॅा पर एम0डी0एम0ए0 ड्रग्स को तैयार कर मुम्बई समेत अलग-अलग राज्यो में सप्लाई करते है,जून के अन्तिम सप्ताह में थाणे पुलिस द्वारा पलीया नेपाल बार्डर से मोनू गुप्ता को दो साथियो भीम यादव व अमन कोहली को गिरफ्तार किया जा चुका है परन्तु तत्समय कुनाल कोहली अपने साथी राहुल और विक्रम के साथ नेपाल फरार हो गया था,गिरप्तार अभियुक्तों की निशादेही से बरामद निम्नांकित प्रिकर्सर कैमिकल्स से करीब 06 किलोग्राम एमडीएमए का निमार्ण किया जाना था जिसकी अन्तराष्ट्रीय बाजार में लगभग 12 करोड़ कीमत होती।

अभियुक्त से पूछताछ का विवरणः

अभियुक्त द्वारा बताया गया कि नाला सुपारा, मुम्बई में रहनें वाले भीम यादव मोनू उर्फ ओम गुप्ता, बल्ली राम गुप्ता, नवीन नेपाली से मुलाकात मुम्बई में हुई थी। पिछले वर्ष जब मोनु गुप्ता तथा भीम यादव के विरूद्ध मुम्बई में नारकोटिक्स एक्ट में केस हुआ था तो मैं इन लोगों को अपने साथ फरारी काटने के लिये टनकपुर गैंडा खाली अपने घर ले आया था। इसी दौरान मेरी मुलाकात टनकपुर में नरेश शकरी व रोशन कोहली से हुयी। नरेश शकारी का घर गैंडाखाली में एकान्त में था तो हम सभी ने आपस में योजना बनाई कि यहॉ पर हम एम0डी0एम0ए0 ड्रग्स को बना सकते हैं। मोनू गुप्ता ने पहले बनारस में ड्रग्स बनाने की फैक्टी लगायी थी वहॉ भी यू0पी0 पुलिस ने छापा मार दिया था। पिछले वर्ष जून-जुलाई से हम लोग यहॉ रह रहे थे। यहॉ पर पहली बार मैनें ड्रग्स बनाने के लिये बनारस से कैमिकल मॅगाया था। जब तीन-चार किलो माल तैयार हो जाता था तब बल्ली राम गुप्ता माल को लेकर मुम्बई जाता था। एक बार जब बल्ली राम गुप्ता मुम्बई माल लेकर गया था तो वहॉ उसे मुम्बई पुलिस ने पकड़ लिया था । इसकी सूचना हमको मिल गयी तो हम लोगों ने गैंडाखाली से फैक्ट्री हटा ली थी। इसके बाद हमको कहीं और सुरक्षित स्थान चाहिये था तो हम लोगों ने पिथौरागढ़ के थल से आगे सुवालेख में एक फार्म किराये पर लेकर मुर्गी फार्म खोल लिया था तथा उसी की आड़ में हम लोग वहॉ एम0डी0एम0ए0 बनाने लगें। वहॉ हमने करीब 5.6 किलो एम0डी0एम0ए0 माल बनाया था जिसको मैं मोनु गुप्ता, भीम यादव, राहुल अपने साथ बनबसा ले आये थे तथा माल को हमने राहुल के घर पर छुपा दिया था। क्योंकि हमारा साथी बल्ली राम गुप्ता पहले ही मुम्बई में जेल चला गया था तो इस माल को बेचने के लिये हमें सही पार्टी नहीं मिल पा रही थी। दिनांक 27.06.2025 को जब पिथौरागढ़ वाली हमारी फैक्ट्री में मुम्बई पुलिस का छापा पड़ा और हमारा कैमिकल व उपकरण पकड़े गये तो हम लोगों ने बनबसा से अलग-अलग गाड़ियों से नेपाल भागने का प्लान बनाया। मैं तथा राहुल उसकी गाडी से बनबसा बार्डर से नेपाल चले गये। मोनू गुप्ता, भीम यादव व अमर कोली पलिया बार्डर के रास्ते नेपाल जाने वाले थे जिन्हें मुम्बई पुलिस ने पलिया बार्डर पर पकड लिया। दिनांक 12.07.2025 को जब बनबसा पुलिस ने राहुल की पत्नी को गिरफ्तार कर हमारी एम0डी0एम0ए0 उससे बरामद की तो हम लोग डर गये। हमें पता चला था कि उसमें हमारा भी नाम है तो हम बनबसा वापस आये तथा हमारे पास गैंडाखाली वाला जो कैमिकल बचा हुआ था उसके दिनांक 13.07.2025 की रात्रि में हमने चम्पावत से निकालकर नानकमत्ता डैम के पास एक खाली कमरे में रख दिया था। जब मुझे पता चला की राहुल भी पकडा जा चुका है तो मैं इस माल को डाम में फैंकन के लिये आज फिर से नानकमत्ता आया तो पुलिस ने मुझे पकड लिया।

अभियुक्त कुनाल कोहली ही अपने साथियों के साथ मुम्बई से अपने दोस्तों को लाकर एम0डी0एम0ए0 ड्रग्स की फैक्ट्री को पहले जनपद चम्पावत तथा बाद में जनपद पिथौरागढ लगा कर एम0डी0एम0ए0 बना रहा था जिसकी खपत मुम्बई में ही की जा रही थी। अभियुक्त कुनाल कोहली तथा उसके साथियों को उत्तराखण्ड की जगह फैक्ट्री के लिये अनुकूल लग रही थी। जिस कारण यह अभियुक्तगण बड़ी मात्रा में एम0डी0एम0ए0 बना रहे थे।

अभियुक्त कुनाल कोहली जहॉ से एम0डी0एम0ए0 में प्रयुक्त होने वाले कैमिकल को मंगा रहा था उन कम्पनीयों में अग्रिम कार्यवाही की जायेगी।

1. *वित्तीय जांच एवं PIT-NDPS के तहत कार्रवाई*

> “चम्पावत, उधमसिंहनगर एवं पिथौरागढ़ जिलों के टनकपुर, बनबसा व थल थाना क्षेत्रों में हाल ही में भारी मात्रा में ड्रग्स बरामद हुई हैं। इन मामलों में केवल अभियुक्तों की गिरफ्तारी तक सीमित न रहकर, उनकी पूरी वित्तीय श्रृंखला की गहराई से जांच की जा रही है — कि ये लोग नशे के कारोबार से कैसे और कहां तक धन अर्जित कर रहे हैं तथा उसे किस गतिविधि में लगा रहे हैं। इस अवैध आय से अर्जित संपत्तियों को जब्त (attached) किया जा रहा है और PIT-NDPS एक्ट के अंतर्गत निरोधात्मक कार्रवाई कर अपराधियों को लंबे समय तक जेल में रखने की प्रक्रिया अपनाई जा रही है।”

2. *प्रीकर्सर केमिकल्स पर विशेष निगरानी*

> “राज्य में 44 यूनिट्स ऐसी चिन्हित की गई हैं जो ऐसे प्रीकर्सर केमिकल्स का प्रयोग कर रही हैं जिनका उपयोग अवैध नशीले पदार्थ बनाने में हो सकता है। इनके भौतिक सत्यापन हेतु समस्त एसएसपी/एसपी को निर्देशित किया गया है ताकि किसी भी अनियमितता या दुरुपयोग की संभावनाओं को समय रहते रोका जा सके।”

3. *फार्मास्यूटिकल इकाइयों की जांच*

> “उत्तराखण्ड में 172 फार्मा इकाइयाँ ‘शेड्यूल-H’ ड्रग्स से संबंधित कार्य कर रही हैं। ये ड्रग्स केवल चिकित्सकीय पर्ची पर दी जानी चाहिए, परंतु इनका दुरुपयोग भी ड्रग्स के रूप में हो रहा है। SHO/SO एवं ड्रग्स निरीक्षकों की संयुक्त टीमें इन इकाइयों का भौतिक सत्यापन कर रही हैं जिससे पारदर्शिता बनी रहे।”
