देहरादून,। मुख्य सचिव आनन्द बर्द्धन ने सोमवार को सचिवालय में स्वास्थ्य एवं चिकित्सा शिक्षा विभाग की समीक्षा की। बैठक के दौरान मुख्य सचिव ने सभी जिला अस्पतालों एवं उप जिला अस्पतालों को चिकित्सकों, विशेषज्ञ चिकित्सकों एवं उपकरणों से परिपूर्ण किए जाने के निर्देश दिए। उन्होंने सभी जिला अस्पतालों में मैनपावर, उपकरण एवं आधारभूत चिकित्सा सुविधाएं सुनिश्चित किए जाने की बात कही।
मुख्य सचिव ने कहा कि प्रदेश के सरकारी मेडिकल कॉलेजों को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद की मान्यता प्राप्त करने की दिशा में कार्य किए जाने की आवश्यकता है। उन्होंने निर्देश दिए कि छ।।ब् की मान्यता के लिए पात्रता मापदंडों को पूर्ण किए जाने के लिए समय सीमा निर्धारित करते हुए इस दिशा में कार्य किया जाए। उन्होंने कहा कि जर्मनी और जापान में नर्सिंग के क्षेत्र में जॉब की अत्यधिक सम्भावनाओं को देखते हुए राज्य सरकार द्वारा कराए जाने वाले नर्सिंग कोर्स में जर्मन और जापानी भाषाओं को भी सिखाए जाने की व्यवस्था सुनिश्चित किए जाने के निर्देश दिए। उन्होंने कहा कि दून विश्वविद्यालय एवं अन्य भाषायी संस्थानों को जोड़ा जा सकता है।
मुख्य सचिव ने कहा कि चिकित्सा के क्षेत्र में भारतीय चिकित्सा पद्यति अत्यधिक महत्त्वपूर्ण है। उन्होंने कहा कि एलोपैथिक चिकित्सा के साथ ही भारतीय चिकित्सा पद्यति को भी शामिल किया जाए। इसके लिए ऐलोपैथी और आयुष को मिलकर कार्य किए जाने की आवश्यकता है।
मुख्य सचिव ने चारधाम मार्गों पर स्थित अस्पतालों के मजबूतीकरण पर ध्यान दिए जाने की आवश्यकता बतायी। उन्होंने कहा कि ऐसे अस्पताल को आधारभूत चिकित्सा सुविधाओं और उपकरणों से पूर्णतः परिपूर्ण किया जाए। इन्हीं अस्पतालों को सक्षम बना कर चारधाम यात्रा के दौरान अन्य अस्पतालों से चिकित्सकों की व्यवस्था नहीं करनी पड़ेगी।
मुख्य सचिव ने कहा कि प्रदेश के दूरस्थ क्षेत्रों में टेलीमेडिसिन कारगर सिद्ध हो रही रही है। इसे आगे भी जारी रखा जाए। उन्होंने इसके लिए डेडीकेटेड टीम लगाए जाने के भी निर्देश दिए। उन्होंने कहा कि इसके लिए दूरस्थ क्षेत्रों में स्थिति स्वास्थ्य केन्द्रों में कनेक्टिविटी बढ़ायी जाए।
समीक्षा बैठक के दौरान सचिव डॉ. आर. राजेश कुमार ने विभाग द्वारा किए जा रहे कार्यों एवं योजनाओं पर विस्तृत प्रस्तुतीकरण दिया। उन्होंने बताया कि प्रदेश में स्वास्थ्य सुविधाओं में सुधार की दिशा में लगातार कार्य किया जा रहा है। दो सामुदायिक स्वास्थ्य केन्द्रों डाईवाला एवं भटवाड़ी को उप जिला अस्पतालों में अपग्रेड किया जा रहा है। रूद्रपुर और पिथौरागढ़ मेडिकल कॉलेज का कार्य प्रगति पर है। विशेषज्ञ चिकित्सकों, नर्स और लैब तकनीशियनों की भर्ती के साथ ही स्वास्थ्य उपकरणों की उपलब्धता भी सुनिश्चित करायी जा रही है। उन्होंने कहा कि टीबी मुक्त पंचायत कार्यक्रम में बेहतरीन प्रदर्शन करते हुए लक्ष्य से अधिक सफलता प्राप्त किया गया है। इस अवसर पर मिशन निदेशक स्वाति भदौरिया, अपर सचिव रीना जोशी एवं महानिदेशक स्वास्थ्य डॉ. सुनीता टम्टा सहित अन्य वरिष्ठ अधिकारी उपस्थित थे।
